Sin embargo, sus propuestas carecieron de desarrollo t\u00e9cnico y de medidas espec\u00edficas que permitan evaluar su viabilidad.<\/p>\n<p>En materia educativa, Rafael plante\u00f3 impulsar el <strong>retorno de la ense\u00f1anza de oficios en colegios p\u00fablicos<\/strong>, como carpinter\u00eda o mec\u00e1nica, con el objetivo de mejorar la inserci\u00f3n laboral juvenil. Rafael sostuvo que estas deben realizarse de manera \u201cpac\u00edfica e inteligente\u201d, pero tambi\u00e9n <strong>responsabiliz\u00f3 a dirigentes sociales por las muertes ocurridas durante las protestas de 2022<\/strong>, al considerar que \u201cllevaron a la poblaci\u00f3n al peligro\u201d. Esta postura omite el debate nacional sobre el uso de la fuerza por parte del Estado, ampliamente documentado por organismos de derechos humanos.<\/p>\n<p>Respecto a memoria y justicia, el candidato se limit\u00f3 a mencionar conceptos generales como \u201creparaci\u00f3n\u201d y \u201cverdad\u201d, sin detallar propuestas espec\u00edficas para una regi\u00f3n como Ayacucho, marcada por la violencia pol\u00edtica y recientes conflictos sociales.<\/p>\n<p>Otro aspecto relevante es la inconsistencia en su hoja de vida presentada ante el Jurado Nacional de Elecciones (JNE). Durante la entrevista, Rafael afirm\u00f3 haber trabajado en el Ministerio de la Producci\u00f3n y en el Congreso; sin embargo, estos datos no figuran en el documento oficial revisado por el equipo period\u00edstico.<\/p>\n<p>Cabe precisar que la <strong>hoja de vida del JNE es una declaraci\u00f3n jurada<\/strong>, es decir, un documento que el propio candidato firma y valida bajo responsabilidad legal.
